Pac Cup Preparation
The NOR says:
A boat shall have an Iridium or Inmarsat voice communication system (e.g., phone or "GO!"), operable from below deck with an external antenna, preprogrammed with race, medical, and safety telephone numbers as specified by the Communications Plan and powered or rechargeable from the boat's electrical system.
I did not find a list or a Communications Plan. Here is what I collected so far:
Race: +1 415 237 2589 (SMS only?)
Medical: +1 202 715 4219 (Communicated to us with a 00 prefix which is not standard and may not always work)
Medical Backup: +1 202 844 9455 (same as above)
Cost Guard Pacific Southwest: +1 510 437 3701
Cost Guard Pacific Hawaii: +1 808 535 3333
Any other suggestions?

I plan to issue that document today or tomorrow. You seem to have covered it.
The 001 prefix is needed for an Iridium sat phone. For normal phones, +1 does it. Actually, +1 automatically enters the "00" if it is needed.
